		<description>The root problem is that people need to save money for all sorts of purposes other than financing an old-age retirement. People are invading those funds because they need money. They might be trying to keep a business going or trying to complete an education or trying to keep up with payments on a mortgage. There are heavy losses attached to giving up on such projects halfway because of a temporary cash shortage. 
 
I&#039;m not saying that its good to invade. I doubt that anyone would say that it is a good thing. I am saying that our concept of what savings are used for should be more flexible. It is not just about providing for old age.
